On the April 6, 2021 election ballot, voters will not only be voting on the next Creek County Commissioner for District 3 but will be voting on six propositions for the City of Bristow.
Proposition No. 1 reads as follows:
Ordinance No: 161-020121 adopted by the city council of the City of Bristow, on the 1st day of Feb., 2021, which ordinance levies and assesses a sales tax of one half of one percent (½ percent) to take effect on the 1st day of July, 2021 and ending July 1, 2031, upon the gross receipts or proceeds on certain sales as herein defined for the purpose of providing revenues for capital improvements for a hospital facility in the city, defining terms, prescribing procedures, remedies, lien and fixing penalties and fixing an effective date be approved.
Proposition No: 2
Ordinance No: 162- 020121 adopted by the city council of the City of Bristow, on the 1st day of Feb., 2021, which ordinance levies and assesses a sales tax of one half of one percent (½ percent) to take effect on the 1st day of July, 2021 and ending July 1, 2031, upon the gross receipts or proceeds on certain sales as herein defined for the purpose of providing revenues for capital improvements for Public Parks and Public Lands, Cultural, and Recreational Facilities, defining terms, prescribing procedures, remedies, lien and fixing penalties and fixing an effective date be approved.
Proposition No: 3
Shall the City Charter of the City of Bristow, Oklahoma, be amended to change the bidding requirements for public improvements and providing for amendment of Section 5-4 as follows.
Section 5-4 Public improvements: Public improvements may be made by the City Government itself or by the awarding of a public construction contract. The city council shall award all pubic construction contracts for such improvements. Every public construction contracts for public improvements exceeding $25,000 in amount shall be let and awarded to the lowest bidder by free and open competitive bidding after solicitation for sealed bids. The city council may adjust said amount by passage of an ordinance whenever the amount prescribed by the Oklahoma public competitive bidding act 61 O.S. § 101, et. Seq., or any successor statue is amended by the legislature. The city council, by way of majority action, shall have the right to reject any or all bids and solicit bidders again if, in the opinion of the city council, the best interests of the people of the City of Bristow, Oklahoma, would be best served by so doing.
Proposition No: 4 Shall the City Charter of the City of Bristow,
Shall the City Charter of the City of Bristow, Oklahoma, be amended to change the primary election requirements, and providing for amendment to Section 8-4 as follows:
Section 8 – 4, Primary Election, time, voting
A primary election shall be held in every oddnumbered year on the date established by the state election board to nominate candidates for Mayor and Council member to succeed those whose terms are expiring in the respective year. If only one person is a candidate for an office to be filled, that person shall be not only nominated, but also elected ipso facto, and their name shall not appear on the primary or general election ballot. Every qualified elector of the city shall be entitled to vote for one candidate for Mayor, and every qualified elector of a ward shall be entitled to vote for one candidate for council member from the ward.
Proposition No: 5 Shall the City Charter of the City of Bristow,
Shall the City Charter of the City of Bristow, Oklahoma, be amended to eliminate the requirement that ordinances be published in a newspaper of general circulation in advance of the meeting unless passage is unanimous, and providing for amendment to Section 2 – 12 as follows:
Section 2 – 12, Ordinances
Every proposed ordinance shall be read in full or by title. At least five (5) affirmative votes are required for the passage of an ordinance, and the five votes may be the affirmative votes of five council members or, when the council members are all present and voting and there is a tie, of four council members and the mayor. The vote on passage shall be by toll call and shall be entered in the journal.
Proposition No: 6
Shall the City Charter of the City of Bristow, Oklahoma, be amended to eliminate the language pertaining to publication of an ordinance in advance of consideration and amending Section 2 – 15 as follows:
Section 2 – 15 Ordinances; emergency
A. An emergency ordinance is an ordinance in which, in the judgment of the council, is necessary for the immediate preservation of peace, health and safety, and which should become effective prior to the time when an ordinary ordinance would become effective.
B. Every such ordinance shall contain as pat of its title, the words, and declaring an emergency, and in a separate section, shall declare the emergency.
C. An affirmative vote of at least six council members shall require for the passage of an emergency ordinance.
D. An emergency ordinance shall take effect upon its final passage and publication unless it specifies a later time.
